ASPIRE promotes agri-business and rural entrepreneurship through livelihood business incubators (LBI) and technology business incubators (TBI). LBI grants go up to ₹1 crore to the host institution; TBIs get up to ₹1 crore for infrastructure plus a separate seed fund of up to ₹1 crore that the TBI disburses to its incubatees.
Can I apply directly to ASPIRE scheme as an individual?
No. ASPIRE funds incubation infrastructure, not individuals directly. As an entrepreneur, you apply to become an incubatee at an already-approved LBI or TBI in your state. The incubator then provides you with workspace, mentoring, market linkages, and access to seed capital — no money reaches your bank account from the government directly through ASPIRE.
How much seed funding can I get through ASPIRE?
Through a TBI, individual incubatees can receive seed grants of ₹5 lakh to ₹50 lakh, disbursed in milestone-based tranches (prototype → pilot → scale). LBIs do not typically disburse cash to incubatees but connect them to PMEGP, MUDRA, and bank loans with the LBI acting as a guarantor or referral.
How do I find an ASPIRE incubator near me?
Go to aspire.msme.gov.in and use the state filter to see active LBIs and TBIs. The list includes contact numbers and email IDs. Some states like Maharashtra, Tamil Nadu, and UP have 20+ active centres; others have fewer. If no centre is nearby, check if your state's KVIC district office runs an LBI programme under ASPIRE.
Is ASPIRE better than PMEGP for a rural startup?
They serve different needs. PMEGP gives cash — margin money subsidy of 15–35% on project cost via a bank loan — suited for a promoter who already knows their product and needs machinery funded. ASPIRE gives infrastructure and mentorship — no direct cash, but months of hand-holding, shared machinery access, and introductions to buyers and banks. For a very early-stage rural idea still being validated, ASPIRE first and PMEGP after makes more sense than the reverse.
Does ASPIRE require Udyam Registration?
Udyam Registration is not a precondition to apply to an ASPIRE incubator. However, most LBIs help their incubatees complete Udyam registration as part of the programme, since Udyam is needed to access PMEGP, CGTMSE, GeM, and other downstream schemes that ASPIRE incubatees typically graduate into.
