MUDRA Loan Rejected? Here is What Actually Works on the Re-application
A rejected MUDRA file rarely has anything to do with your business idea. The bank either does not believe your repayment math, your CIBIL fell short by a few points, or the branch you walked into has quietly stopped underwriting Shishu loans this quarter. Each of these has a real fix. Most owners can stand in front of a banker again within thirty days with a stronger file.
Why the rejection letter never tells you the real reason
Banks send a one-line rejection. Sometimes it says insufficient repayment capacity. Sometimes it says credit profile not meeting bank norms. Neither tells the owner what to actually fix. The real reason sits in the branch credit officer's notes, and you can usually get it by walking back into the branch and asking the relationship manager to read the file with you.
Going through the seven reasons below one by one against your own file finds the cause in about an hour. Fixing it takes a few weeks. The re-application then goes through a different bank, not the one that rejected you, which is the small detail most owners miss.
Reason one: CIBIL fell below the branch's quiet floor
MUDRA does not publish a CIBIL cutoff. Each bank quietly runs its own. Most PSU branches refuse files below 685 for Kishore and below 700 for Tarun. A score that hovers at 670 reads fine on paper but trips the underwriter's internal scorecard.
The fix is mechanical. Pull a free CIBIL report, find the two oldest overdue accounts, clear them, and wait 45 days. The score usually lifts by 30 to 50 points after the bureau updates. Adding a co-applicant with a clean 750+ score does the same job faster but ties that person to your loan for the full tenor.
Reason two: bank statements look thin or irregular
Underwriters open your last 12 months of bank statements before they look at anything else. A current account with three or four credits a month, gaps of 20+ days between deposits, or a balance that touches zero twice a month signals fragile cash flow. The file then needs an extra-strong DPR to compensate and most do not have one.
Tighten the next six months. Run more transactions through the account, even smaller business receipts that previously went to UPI or cash. Avoid round numbers (₹50,000 cash deposits look like funded entries and underwriters flag them). After six clean months, the same banker will read the file very differently.
Reason three: the wrong tier was asked for on visit one
A first-time owner asking for Tarun on the first visit gets read as inexperienced. Banks prefer to see a Shishu or Kishore closed cleanly before they release a ₹10 lakh ticket. The right ask on visit one for a new business is Kishore at ₹2 to ₹4 lakh, with the explicit line that you will upgrade to Tarun next year.
Owners who already run a business can ask for Tarun, but should walk in with a 12-month bank statement showing the working capital cycle clearly. Without that statement, the underwriter assumes the ask is bigger than the unit can service and bounces the file.
Reason four: Udyam not done, or the NIC code is wrong
A MUDRA application without a Udyam URN is not strictly invalid, but it costs the file priority. Most branches park non-Udyam files at the bottom of the pile and clear them only if they have spare quota at month-end. With Udyam in hand, the same file goes into the priority sector pipeline.
The bigger issue is a wrong NIC code on Udyam. A general store registered under NIC 4711 (retail trade) is correct. The same store registered under NIC 4663 (wholesale of construction materials) gets the file flagged for non-existent activity. Fixing it takes ten minutes at udyamregistration.gov.in. Use the URN to log in, edit the activity, regenerate the certificate, and attach the new PDF to the re-application.
Reason five: the branch is quota-out for the quarter
Every PSU branch carries a priority-sector lending target and a separate MUDRA target. By February or August in any year, the branch that already hit its target has no incentive to clear another Shishu file. The rejection letter never says this. The relationship manager will, if you ask honestly.
Switching to a different branch of the same bank, or to a regional rural bank or cooperative bank with spare quota, gets the file approved on the same numbers that just got rejected. Lead bank meetings are public and the district lead bank office can tell you which branches are below target this quarter.
Reason six: address mismatch across Aadhaar, PAN, and shop
A mismatch among the proprietor's Aadhaar address, the PAN address, and the shop address pulls the file into a verification queue that almost never gets cleared. The system reads three different addresses as three different identities and the underwriter cannot resolve which one is the borrower.
Updating the Aadhaar address at the nearest Seva Kendra is the simplest fix. The update is free for the first change every ten years and the database propagates in 24 hours. For PAN, an online correction at incometax.gov.in takes about five working days. After both match the shop address, the next application clears verification on day one.
Reason seven: the DPR or simple business plan reads generic
Tarun applications need a small DPR. Most owners hand in a one-page note with no machinery list, no monthly revenue projection, and no expense breakdown. The credit officer treats it as a placeholder and downgrades the file.
A cleaner two-page plan beats a five-page generic one. List your machinery with supplier names and prices. Show a realistic monthly revenue tied to capacity, not to wishful thinking. Show fixed costs (rent, salaries, electricity, gas) and variable cost margin. Bank officers approve files where the math holds. The 30-day re-application plan
Week one. Go back to the rejecting branch and ask the relationship manager to walk through the file. Note the real reason in writing. Pull your free CIBIL report. List the gap.
Week two and three. Clear the gap. Update Aadhaar or PAN if needed. Fix the Udyam NIC code if it is wrong. Add six clean transactions to the bank statement if it is thin.
Week four. Identify two new branches at different banks where you do not already have an account, or a different branch of your existing bank. Open a small current account where you have no relationship yet. Walk in with the updated documents and the corrected DPR.

Is there an appeal against a MUDRA rejection?
